2005

The City’s General Services Department proposed to expand a Municipal Courts master plan study to include police operations at the 61 Riesner complex.

2006

Mayor Bill White issues a directive to develop a design program document that consolidates all Houston Police Department operations at Riesner and 1200 Travis (the current headquarters) into a single location.

2007

The City issues a Request for Qualifications for design/build services relating to the consolidation of various Houston Police Department facilities.

2008

For many years, HPD leadership had recognized the need to modernize the various facilities housing police operations and administration in the central business district. In 2008, the City of Houston contracted with a local architectural firm to begin the planning process by developing a space requirement program, preparing a site analysis, and providing preliminary cost estimates associated with the construction of a new headquarters campus. The goal was to consolidate police operations currently located at 1200 Travis, the Riesner complex, and other sites throughout Houston, bringing together more than 2,700 civilian and classified employees currently operating out of twelve buildings at six locations around the city.

The economic downturn that soon followed resulted in the project being placed on hold indefinitely.

2012

In 2012, Mayor Parker reexamined the 2008 study with an eye toward including Municipal Courts to create a City of Houston Justice Complex. The strong preference, although alternative locations would be considered, is that the complex should be constructed on the centrally located, easily accessible, and city-owned Riesner/Lubbock property.
